In 2013 the elites came together to prevent that the dictator was thrown in jail. Impunity, the evil of all Latin America, prevailed once again over the victims, justice, and the truth.

Since 2002, and despite having signed the Peace Accords a few years earlier, the country experienced a new wave of violence that seemed unstoppable. The state was taken over, those responsible for the atrocities committed during the conflict now worked in the civil government and from there they obstructed any attempt for justice. However, the people had begun restructuring itself to combat impunity, with new tools.

In 2006, and with the help of the United Nations, the country imagined and created the International Commission Against Impunity in Guatemala (CICIG), an apparatus designed to accompany the Guatemalan justice system in investigating cases of corruption and impunity.
